The U.S. Navy established the Base Realignment and Closure (BRAC) Program Management Office (PMO) to expedite implementation of BRAC decisions at Navy and U.S. Marine Corps installations.
Baker assisted the BRAC PMO in conducting a Phase I Environmental Condition of Property (ECP) investigation and performed the Phase II ECP required to evaluate the environmental integrity of Naval Station Roosevelt Roads in Ceiba, Puerto Rico, following the station’s closure in 2004. Phase I tasks included conducting interviews, reviewing records, and performing site inspections. Phase II tasks included investigating the sites identified during Phase I.
Presently, Baker is assisting the Navy BRAC PMO Southeast office with the closure and transfer of property at Naval Activity Puerto Rico (NAPR). Baker maintains an active role in the Restoration Advisory Board, which includes providing support at public meetings and participating in BRAC Clean-up Team meetings. Baker also assisted the Navy BRAC office in developing independent cost estimates for investigation and remediation of remaining sites at the facility. Tasks entailed reviewing and commenting on the Local Reuse Authority ESCA cost estimates.
In addition, Baker continues to perform all Installation Restoration work at NAPR for the BRAC office. Baker’s role consists of providing support to all 84 sites located at NAPR, including developing work plans to identify and delineate contamination, conducting field investigations and preparing reports, and recommending site remedial alternatives, as necessary.
