Initially tasked with Capital Improvement Program implementation, Baker's role was expanded to include airport master plan revalidation following the events of September 11, 2001. Through facilitating design charrettes, Baker helped develop the necessary consensus for the terminal concept ultimately selected by an independent Peer Review: a new 75-gate terminal situated west of the existing facility. The new Master Plan consists of phases that can be implemented discretely and independently to ensure balanced and sustainable airport growth.
