The West Virginia Statewide Addressing and Mapping Board (WVSAMB) is charged with developing an integrated addressing and photogrammetric base mapping system for the entire state, which includes aerial photography and the development of digital maps. Baker is the Project Manager for this five-year, $16,500,000 project, which includes the design of a world-class addressing and mapping system. 

Using Geographic Information Systems (GIS) technology, the system will interface with and contribute to the needs of county Enhanced 911 services, state and local government agencies, telephone companies, the U.S. Postal Service, and utility systems, with a special focus on public safety and emergency response. Baker recommended, designed, and prototyped a comprehensive, scalable Oracle solution for use by multiple state agencies. The system architecture allows for disconnected editing of portable XML vector datasets in the field with integrated blue-tooth GPS receivers so that counties can capture and easily synchronize information to the central Oracle database. 

In addition to writing the mapping and addressing specifications and managing the State’s mapping and addressing contractors, Baker’s responsibilities also include determining operational, technical, budgetary, and support requirements, as well as the developing of security procedures and addressing rules, standards, policies and procedures. Other responsibilities include standardizing formats for mapping and addressing databases, developing contractor specifications and recommendations, preparing qualifications-based selection (QBS) solicitations, monitoring and evaluating the performance of vendors and consultants, and assisting counties and municipalities.
