As part of a transformation effort, the U.S. Census Bureau sought to integrate its legacy MAF and TIGER databases into a seamless national database, replacing the two applications with a commercial relational database. As part of a joint systems integration team involving Federal staff and multiple contracting firms, Baker helped transform the two databases into a leading enterprise solution built around Java EE and Oracle 10g Databases and application servers. The result was a seamless national database of street centerlines, railroads, water features, political boundaries, and mailing addresses for all known living quarters in the United States. Baker staff provided enterprise GIS systems integration consulting, including feedback on data models, suggestions for the use of web services, and recommendations for spatial data management (such as incorporating scanned map sheet imagery into editing workflows). Baker also tested and helped configure application servers and clusters running one of the world’s largest Oracle Spatial repositories. Baker staff also helped develop and deploy several MAF/TIGER data processing applications in Java and PL/SQL, including GATRES. This client application allowed real-time, direct editing of the enterprise database through a browser, with no additional required client software or expensive spatial middleware. Other applications included PL/SQL programs to manage imports of U.S. Postal Service delivery files into the master address tables of the enterprise database. Baker participated in every phase of the software lifecycle in a Capability Maturity Model® Integration (CMMI) environment.
