The mission of the Defense Energy Support Center (DESC) is to provide the Department of Defense and other government agencies with comprehensive fuels management solutions as effectively and economically as possible. Since 2006, Baker has provided the DESC with services including program management, compliance consulting, capitalized fuel storage, transfer, and hydrant pipeline distribution systems at more than 85 military installations worldwide. Tasks include evaluating regulatory requirements, performing life cycle cost analysis, developing testing strategies, managing the testing program and providing QA/QC, and developing policy. Baker supports the goals of the centralized program, which include maintaining compliance, optimizing testing and monitoring, upgrading infrastructure, and increasing automation and use of the latest technologies. Baker’s initiatives include evaluating regulatory and best management practices, which have reduced client costs and minimized potential compliance issues. Before developing a testing strategy, Baker conducts regulatory evaluations encompassing EPA, DOT, U.S. Coast Guard, and state and local jurisdictions, to ensure that the strategy will meet current and future requirements.
