Baker was awarded a series of task orders through the United States Army Corps of Engineers, Transatlantic Program Center (CETAC) to prepare the ready-to-advertise complete designs, specifications, and construction cost estimates for facilities to house the personnel and support the various activities of both the Afghanistan National Border Police Zone Command and Afghanistan National Civil Order Police.  While each design was intended to function as a proto-typical design for use in Afghanistan, the final designs could be adapted for use at various locations or for specific occupancy levels.  Multiple building types were included in each compound, including administration buildings, dining and training facilities, toilet and shower buildings, male and female barracks, logistic and warehouse facilities, vehicle maintenance facilities, guard buildings, and a well house.
 
An important element of each design was the requirement that the compounds be fully self-sufficient and sustaining.  This meant that the design of each compound needed to address electrical generation, fuel storage and dispensing facilities, water supply, treatment and distribution systems, sanitary sewer systems and on-site sanitary treatment, primary and secondary entry control points, and an internal roadway system.  Because of anticipated fuel shortages, which could limit electric power availability, the water system design incorporated mechanical backups to maintain water supply and pressure without electric power.  Additionally, force protection measures were incorporated into the design by including the maximum feasible standoff distances from the force protection perimeter wall.
