Location: Washington, DC Services include: The District of Columbia Department of Parks and Recreation (DPR) offers a wealth of facilities for the enjoyment of its more than 570,000 citizens. Its assets include 917 acres of District-owned and managed land, encompassing four large parks, more than 350 small parks and park triangles, 69 recreation centers, 99 athletic fields, 31 swimming pools and 139 tennis courts. The services offered by DPR face challenges due to population growth and demographic changes, shifting customer use patterns, and development pressure on park-owned property. The Baker team performed an intensive study of the user population, including statistical analysis of changing demographics, surveys of customer usage, satisfaction and needs, focus groups, and public meetings. The detailed customer profile that emerged from this activity was compared to the park systems programs, operations, facilities and financial resources through several analyses and the development of a Facilities Condition Index, Park Reclassification System, and Levels of Service Standards. Subsequently, a comprehensive strategy was developed to realign the park system programs and facilities with the new customer base. The master plan will assist DPR in developing strategies and policies for the next five years, and provide quality open space and recreational facilities for the residents of the District. It will also guide private developers and other District agencies in identifying development needs and potentials.
