In 2003, the U.S. Department of Homeland Security (DHS) created the United States Visitor Immigrant Status and Indicator Technology (US-VISIT) Program to meet statutory requirements. The goals of US-VISIT are to enhance the security of our citizens and visitors, facilitate legitimate travel and trade, ensure the integrity of our immigration system, and protect the privacy of our visitors.

Baker provides a wide range of program management activities in support of US-VISIT.  As part of its work for US-VISIT, Baker established the GIS system that supports all of the environmental work and key decision making to date, and developed a comprehensive environmental database in DHS to support development of Department-level strategy for National Environmental Policy Act (NEPA) compliance and promulgation of DHS’s environmental regulations. Multiple agencies and departments in DHS use this database. Baker also completed the first NEPA document within DHS, which enabled Presidential authorization for the collection of biometric data at airports and harbors.

Additonally, Baker mobilized large teams with multiple subconsultants to complete aerial photogrammetry and land surveys at every land port of entry. Baker also supported US-VISIT with implementing the program at the Nation’s international airports, managing, and deploying cross-functional teams and coordinating with multiple agencies and providers.
